 <description>&lt;p&gt;The 2009 legislative session kicked off Wednesday morning with freshman lawmakers being sworn in.  But legislators were hardly the only ones at the Capitol.  In addition to lobbyists, onlookers and lawmakers&#039; families, ex-legislators were spotted hanging around.&lt;/p&gt;
