Our favorite ex-state legislator is at it again. And no, Doug Bruce didn’t kick another photographer.

Doug Bruce is at it again. But hear me out – the rough-edged rabble-rouser from Colorado Springs isn’t raising hell at the state Capitol anymore. No, he’s using his powers for good, taking his government to task over taxes cleverly disguised as “fees.”

We’ve been down this road before. The Governor says his property tax hike isn’t a tax hike at all, just as Colorado Springs is dressing up taxes as mandatory “fees.” The city has created a number of entities called “enterprises,” government-sponsored companies exempt from the Taxpayer’s Bill of Rights. Some state colleges are enterprises, but it’s your choice whether or not to attend and thus pay tuition.

But residents in Colorado Springs are required to pay fees to the city’s stormwater enterprise. That sounds a lot like a tax to me. This time, Doug Bruce is right on.
