Denver District Judge Christina Habas has ruled the "Colorado Children's Amendment," which increases the state's property-tax income, is an unconstitutional tax increase under the state Constitution. The Taxpayer's Bill of Rights, adopted in 1992, requires a public vote for any tax increase.
