
House Speaker Andrew Romanoff, D-Denver, has said "there is no monopoly on good ideas" in dealing with revenue and spending provisions in the state Constitution. The term-limited House leader has offered a plan to nix the Taxpayer's Bill of Rights, while enshrining Amendment 23's spending requirements in state law. Romanoff's less-than-warm reception of a Republican alternative to his plan has FTS cartoonist Milton questioning his sincerity.
